            What is this indicator?

            This indicator measures auto travel times during the AM and PM peak hour for fifteen travel corridors throughout Santa Monica. The corridor travel times are estimated based on the Santa Monica Traffic Demand Forecast Model (TDFM) developed by Fehr and Peers Transportation Consultants. The TDFM calibrates traffic counts from every street in the City in addition to regional traffic (outside the City) based on the Southern California Association of Governments (SCAG) 2008 regional traffic model. The TDFM is used to project existing and future traffic conditions for the Land Use Circulation Element(LUCE) horizon year of 2030 and the interim future year of 2020.

            Unlike less sophisticated transportation models, the TDFM contains a number of enhancements that allow it to capture the effects of the City’s LUCE land use policies, street improvements, and transportation demand management programs. These enhancements include the effects of sustainable development patterns (e.g., complementary mixed use of housing and daily services, and transit oriented development), urban street scape design factors,alternative transportation networks, parking management, and transportation demand management (TDM) programs, as well as ridership of the future Expo Light Rail.

            Why is it important?

            Traffic congestion (as indicated by slower auto travel times) is a persistent issue in Santa Monica as the economy grows due to tourism and increasing development, among other factors. Auto corridor times help the City gauge how effective the City’s street network is at moving vehicles from point to point. How are we doing?Travel times on the City’s major corridors have remained relatively steady. Some corridors show no changes, while other corridors show minor decreases and/or increases in travel times. The City is on track to meet the 2020 goals of no net increase in auto corridor travel time.

            Related progress:

            • Daily citywide Vehicle Miles Traveled (VMT) are down 6% from 2008, demonstrating a decrease from 10.8 daily miles to 10.2 daily miles per capita.
            • Citywide Vehicle Greenhouse Gas Emissions (CO2) are down 12%since 2008.
            • Total Citywide PM peak hour vehicle counts for 2013 have decreased 1.89% from 2011, and 18.52% from 2007.
            • Employee mode share numbers indicate the volume of employees choosing to drive alone is down 7% from 2010 through 2013.
            • A Centralized Traffic Management Center has been created that enables the City’s traffic engineers to monitor and modify signal performance in real time, thereby addressing congestion and emergency situations manually, if necessary.
